Adds Rampart panel install manifest. Overlay-only; ships
mod.cstomods/FullServerFix/. Tested against vanilla LiF + ServerAutoloader v4.3.0 — server reaches "ready", no new errors vs baseline. Refs LiF-x/issues#2.
