Add script to build offline zip

Have most of the functionality for this in the checker script. It just needs to copy the .json into a vendordeps folder and the maven files into a maven folder.

I am not sure what this was targeting, were we thinking of a different workflow 5 years ago?

The idea was that we could build and host it so that vendors wouldn’t necessarily need to do so.
